Request for Proposal

Sealed proposals for Professional Engineering Services will be received at the Houlton Water Company, 21 Bangor Street, Houlton, Maine 04730 until 3:00 P.M. local time on Thursday, May 1, 2025.

The Houlton Water Company (HWC) is a municipality owned utility that provides water, sewer and electrical service to the Town of Houlton and several surrounding communities in southern Aroostook County, Maine.  HWC owns and operates the wastewater collection and treatment systems that serve Houlton.

HWC is soliciting a Request for Proposals (RFP) from professional engineering firms for services to include, mechanical and electrical design and specifications for the replacement of all mechanical equipment for the two (2) final clarifiers (settling tanks 1 &2), two (2) raw wastewater pumps (#2 & #4) with variable frequency drives (VFD), installation design for three (3) return activated sludge return pumps with VFDs and the installation design for one (1) effluent flushing pump.

Proposals shall be submitted in writing and signed by the proposer or a duly authorized agent. All proposals shall be submitted in sealed envelopes and marked on the outside with “PROPOSAL – POTW CLARIFIER REHAB & PUMP REPLACEMENT ENGINEERING SERVICES” and with the name of the proposer.

The Houlton Water Company reserves the right to waive any formality or any informality in the process of awarding this proposal. The Houlton Water Company reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it is deemed in the best interest of the Houlton Water Company to do so.

NOTICE

 Meeting to consider the 2022 American Rescue Plan Act Grant Award Contract Agreement Extension.

 Notice is hereby given that the Houlton Water Company (HWC) will hold a special meeting of the directors on Friday December 8^th, 2023 at 12:00 P.M., at the HWC offices located at 21 Bangor Street, Houlton, Maine.

Following the executive session, the Board will return to the public meeting, which will be open to the public and all ratepayers or other interested parties wishing to attend.

ADVERTISEMENT FOR BIDS

 Notice is hereby given that the Houlton Water Company will receive sealed bids for the construction of the Houlton Water Company Wastewater Treatment Plant Standby Generator project located in Houlton, Maine in accordance with the Advertisement for Bids, Bid Form, Agreement, General Conditions, Supplementary Conditions, Specifications and Drawings.

Bids will be received by the Houlton Water Company, 21 Bangor Street, Houlton, Maine, 04730, until 2:00 PM local prevailing time on September 8, 2023 at which time the bids will be publicly opened and read aloud.

The work shall consist of, but not be limited to, the construction of the 24’ x 40’ Generator building and installation of owner supplied 500 kVA generator, removal/disposal of existing generator and other incidental work.

All questions and requests concerning this project should be made by contacting Acheron Engineering not Houlton Water Company.

This contract is expected to be funded in whole or in part by an American Rescue Plan Act Grant (ARPA) awarded by Aroostook County in the State of Maine.  Neither the County nor any of its departments, agencies, or employees is or will be a party to this contract.  The word “County” in the contract documents refers to the Aroostook County and all other involved funding agencies.

The contractor must comply with all Federal Requirements per the ARPA including submittal of pre-award certification regarding Lobbying.

The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the ARPA Supplementary Conditions.  All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents.  Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents.

The Houlton Water Company resumes the right to accept or reject any or all bids and to waive formalities.

Bids must be placed in an envelope and sealed with the following information written on the outside: “Bid for Houlton Water Company 2023 Wastewater Treatment Plant Standby Generator Project.”

A pre-bid meeting will be held on August 31, 2023 at 10:00 AM at the Houlton Water Company Wastewater Treatment Plant, 135 Access Road, Houlton, Maine. All interested contractors are required to attend.
